     One of the first and largest steps to restoring someone’s life is stable, safe shelter. Without safe stable shelter most all other restorative efforts fail. Without shelter the individual is working against such a strong head wind of stress that most all efforts fail. An urban campground is a city sanctioned campground with regulations, supervision and mandated case management services.  It is the first and most important step to getting people out of the parks in our community.

 

     The biggest contributor to the unsheltered population in Southern Oregon is the critical shortage of affordable housing. Until that is resolved the problem will get worse. One source of temporary relief is an Urban Campground.

Spring 2022

     The campground we are proposing is fenced and gated facility of rows of tents covered by canopies. Along with some pre-manufactured very tiny houses (these have no plumbing). Potentially it will have an area for vehicle camping as well. After hours access would be restricted (closed gate).  Each participant has a secure 10 x 10 area for themselves and their belongings.  It will have a minimum of: case management area(offices), community eating area, bathrooms, and showers. Current staffing plans limit the number of sites to 70. Each site can have 2 persons per with 140 persons at the facility.

Status: Spring of 2022

Currently (April 2022) the City of Grants Pass is establishing the grant guidelines and process for the establishment of an Urban Campground. These guidelines include a 1000 ft set back from public schools.

 

ACCF is concurrently searching for appropriate properties for the siting of an urban campground. Some of the factors we are considering are

  • size (preferably 2 acres or more)

  • properties that are for sale and for a reasonable price

  • distance to services (too far away from town and it is less likely to be used)

  • 1000 ft from public schools

  • sewer, water and electricity availability

  • preferably a slope no greater than 16%

Once a property is identified / purchased then the engineering and permitting process can begin. The first phase of the construction will begin after the permitting phase.

 

Phase 1 involves engineer drawings and permitting. Followed by the expedient installation of necessary infrastructure to get the campground functional with roughly 40 to 70 sites. This includes temporary water tank (drinking water), toilets (porta-potties), shower trailer, gravel driveway for service vehicles, fencing, fence screening, tent sites, community room and temporary staff offices.

 

Phase 2 would run concurrently with phase 1. Phase 2 involves more permanent installation of the same infrastructure as step 1 but with a scaled-up size and scope as resources allow. Phase 2 is also dependent upon the availability of contractors and material supplies. Phase 2 involves a more deliberate and permanent construction(installation) of utilities, driveways, tent areas and miscellaneous.

 

Phase 3 Installation of permanent toilet building, shower building, laundry space, community building, and office space.   The construction of permanent buildings is dependent on finding future funding.
